中交特種工程有限公司馬東鐵六分部路基附屬工程，工程所需物資已具備招標(biāo)條件，該項(xiàng)目因工期較緊，根據(jù)馬來西亞國家法律法規(guī)和中交基礎(chǔ)設(shè)施養(yǎng)護(hù)集團(tuán)有限公司（以下簡稱養(yǎng)護(hù)集團(tuán)）物資采購管理規(guī)定，決定在馬來西亞當(dāng)?shù)?span>進(jìn)行線下公開詢價(jià)。

CCCC Special Engineering Technology Co., Ltd. Malaysia Eastern Railway Sixth Division Roadbed Auxiliary Project, the required materials for the project have met the bidding conditions. Due to the tight schedule of the project, in accordance with Malaysian national laws and regulations and the material procurement management regulations of CCCC Infrastructure Maintenance Group Co., Ltd. (hereinafter referred to as the Maintenance Group), it has been decided to conduct an offline public inquiry in Malaysia.

馬東鐵疏港線為在建馬東鐵主線的延長線，分界點(diǎn)為九分部終點(diǎn)，分為北港和西港兩條線路，為港口貨運(yùn)線支線，運(yùn)行時(shí)速80km/h，為非電氣化內(nèi)燃機(jī)車鐵路（柴油），全長約23km，與國內(nèi)III級(jí)鐵路標(biāo)準(zhǔn)相當(dāng)，其地基處理工后沉降要求為≤30cm。

The Malaysia Eastern Railway Port Relief Line is an extension of the under construction Malaysia Eastern Railway mainline, with a dividing point at the end of the ninth branch line. It is divided into two lines, North Port and West Port, and is a branch line of the port freight line. It operates at a speed of 80km/h and is a non electrified diesel locomotive railway (diesel) with a total length of about 23km, which is equivalent to the domestic Class III railway standard. The settlement requirement after foundation treatment is ≤ 30cm.

為論證“原位/異位固化土”是否滿足馬東鐵疏港線的工程需求（承載力和工后沉降），并驗(yàn)證相關(guān)施工工藝流程和施工成本，我公司應(yīng)馬東鐵總經(jīng)理部委托，以主線KAPAR車站站前廣場15000m2為試驗(yàn)對象，進(jìn)行原位固化或流態(tài)固化方案試驗(yàn)段研究。試驗(yàn)段方案論證成功，并確定工程成本之后，將該方案推廣至整段馬東鐵疏港線進(jìn)行地基處理。

To demonstrate whether the "in-situ/ex situ solidified soil" meets the engineering requirements (bearing capacity and post construction settlement) of the East Malaysia Railway Port Relief Line, and to verify the relevant construction process and construction costs, our company was commissioned by the General Manager's Department of East Malaysia Railway to conduct a study on the in-situ solidification or flow state solidification scheme test section of 15000m2 in front of the main KAPAR station square. After the successful demonstration of the experimental section plan and determination of the engineering cost, the plan will be extended to the entire eastern railway Port Relief line in Malaysia for foundation treatment.

（1）要求企業(yè)實(shí)力強(qiáng)、具有可靠良好的資信狀況。

(1) The enterprise is required to have strong strength and reliable and good credit status.

（2）具有獨(dú)立承擔(dān)民事責(zé)任能力。

(2) Having the capacity to independently undertake civil liabilities.

（3）具有良好的商業(yè)信譽(yù)和健全的財(cái)務(wù)會(huì)計(jì)制度。

(3) Having good business reputation and sound financial accounting system.

（4）具有履行合同所必需的設(shè)備和專業(yè)技術(shù)能力。

(4) Having equipment and professional technical capabilities necessary for performing the Contract.

（5）具有依法繳納稅收和社會(huì)保障資金的良好記錄。

(5) Having good records of paying taxes and social security funds according to law.

（6）參加本批采購響應(yīng)的前三年內(nèi)沒有法律糾紛及不良記錄，在經(jīng)營活動(dòng)中沒有重大違法記錄。

(6) The suppliers responding to this batch of procurement have no legal disputes and bad records in the previous three years and no major illegal records in their business activities.

（7）法律、行政法規(guī)規(guī)定的其他條件。

(7) Other conditions stipulated by laws and administrative regulations.

（8）響應(yīng)供應(yīng)商必須具有完善的售后服務(wù)機(jī)構(gòu)和售后服務(wù)體系。

(8) The response supplier must have a perfect after-sales service organization and after-sales service system.

3*具體條件

3* Specific Conditions

（1)投標(biāo)響應(yīng)供應(yīng)商應(yīng)保證：所提供的貨物屬依法成立的生產(chǎn)廠家生產(chǎn)的產(chǎn)品，符合國家相關(guān)行業(yè)標(biāo)準(zhǔn)；所提交的投標(biāo)文件的所有內(nèi)容真實(shí)合法有效，投標(biāo)響應(yīng)供應(yīng)商所提供的貨物應(yīng)當(dāng)符合投標(biāo)及投標(biāo)響應(yīng)文件的技術(shù)要求，無權(quán)利瑕疵，否則，應(yīng)承擔(dān)由此給采購單位造成的一切損失及相關(guān)責(zé)任。

(1) The tender response suppliers shall ensure that the goods provided are products produced by legally constituted manufacturers and conform to relevant national industry standards and that all contents of tender documents submitted are authentic, legal, and valid. The goods provided by the tender response suppliers shall meet the technical requirements of the tender and the tender response documents without defects of right; otherwise, the tender response suppliers shall bear all losses and related responsibilities caused to the Purchaser.

（2)不接受聯(lián)合體投標(biāo)。

(2) Consortium tender is not acceptable.

4 投標(biāo)文件的遞交與開標(biāo)

4*凡有意參加投標(biāo)者，請于 2025 年 6 月 24 日 12 時(shí) 00 分至2025年6 月27日12時(shí)(馬來西亞時(shí)間，下同)，線下發(fā)送電子招標(biāo)文件。

4* Anyone who intends to participate in the tendering shall send electronic tender documents offline within the period from 12:00 on June 24, 2025 to 12:00 on June 27, 2025 (Malaysia time, the same below).

4*本次招標(biāo)不收取標(biāo)書費(fèi)用。

4* No tender fee will be charged for this tendering.
