(b)Qualification requirements to be met to implement government procurement policies:This procurement project shall implement the policy provisions of government procurement that encourage and support energy-saving products, environmentally certified products, as well as support for small and medium-sized enterprises, welfare enterprises, etc.

(c)本項目的特定資格要求：1）供應(yīng)商必須是**境內(nèi)注冊的獨立法人、其他組織；
2）具有良好的商業(yè)信譽和健全的財務(wù)會計制度、有依法繳納稅收和社會保障資金的良好記錄、參加政府采購活動前三年內(nèi)，在經(jīng)營活動中沒有重大違法記錄；
3）響應(yīng)人須具有具備建筑工程施工總承包三級及其以上資質(zhì)，同時具備有效的安全生產(chǎn)許可證；
4）項目負責(zé)人資格：項目負責(zé)人必為投標人**的工作人員，持有**住房和**頒發(fā)的**二級及以上建造師執(zhí)業(yè)資格證書，注冊專業(yè)須為建筑工程；以上項目負責(zé)人以在**住房和**網(wǎng)站上查詢?yōu)闇剩趦郧覠o在建項目記錄（同一工程相鄰分段發(fā)包或分期施工的除外，擬派項目經(jīng)理在招標投標文件遞交時不得調(diào)整，不得有在建項目。響應(yīng)文件中需提交遞交截止日前3個工作日內(nèi)打印的注冊建造師《投標項目負責(zé)人基本情況表》（通過**信息服務(wù)平臺https：//ciac.zjw.sh.gov.cn/查詢、截圖）

(c)Specific qualification requirements for this program:The supplier must be an independent legal person or other organization registered in China.
It shall have a good business reputation, sound financial accounting systems, proper tax and social security payment records, and no major illegal records in the past 3 years before participating in government procurement.
The responder must hold a Grade III or higher qualification for general contracting of construction engineering and a valid work safety license.
The project leader must be the bidder's staff, holding a Class II or higher construction engineer certificate (registered in construction engineering), verifiable on the Shanghai Municipal Housing Commission's website with no ongoing projects (except for segmented/phased construction of the same project). No adjustment is allowed at bid submission. The response documents must include the printed "Basic Information Form of Project Leader" (queried from https://ciac.zjw.sh.gov.cn/) within 3 working days before the deadline.
