(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）項目執(zhí)行《政府采購促進中小企業(yè)發(fā)展管理辦法》的通知（財庫〔2020〕46號）及《關(guān)于進一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔2022〕19號）；（2）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目不是專門面向中小企業(yè)采購；（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策；（5）購買國貨政策：本項目不接受進口產(chǎn)品；（6）按照《中小企業(yè)劃分標準規(guī)定》（工信部聯(lián)企業(yè)[2011]300號），本項目中小企業(yè)所屬的行業(yè)為建筑業(yè)。

(c)本項目的特定資格要求：3、須系我國境內(nèi)依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、供應商應同時具備以下施工資質(zhì)：1）中華人民共和國住房和城鄉(xiāng)建設部頒發(fā)的施工總承包建筑工程三級或以上資質(zhì)；2）中華人民共和國住房和城鄉(xiāng)建設部頒發(fā)的施工專業(yè)承包建筑裝修裝飾工程二級或以上資質(zhì)。
5、企業(yè)具有有效的安全生產(chǎn)許可證；
6、擬派項目負責人具有建筑工程專業(yè)二級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔任其他在建的建設工程項目的項目負責人（（以響應文件中提供的加蓋單位公章的《項目負責人基本情況表》為準（通過上海市住房和城鄉(xiāng)建設管理委員會網(wǎng)站zjw.sh.gov.cn 查詢、打印，首次響應文件提交截止時間前7 天內(nèi)打印有效））。
7、處于被政府管理部門禁止參加投標期間的單位不得參與競爭；
8、本項目不允許轉(zhuǎn)包。
